FIRST ON 3: Northwest cop quit before prostitution arrest; warrant details allegations

NORTHWEST, NC (WWAY) — Last week he was a police officer. Today he’s out of a job and has been in and out of jail. A former Northwest police officer was charged in connection to an ongoing prostitution investigation in another Brunswick County town.

The SBI charged former Northwest Police Lt. Michael Hayes with solicitation of a minor for prostitution and filing a false report. He was released from jail on bond a short time later.

An arrest warrant says Hayes contacted a 17-year-old girl through a Craigslist sex ad, then met her in Boiling Spring Lakes and gave her $60 for a sex act.

The SBI says last week BSL’s police chief asked the agency to help investigate Hayes. Northwest Police Chief Copelen Taylor says he learned about the investigation Saturday and suspended Hayes pending the outcome. He says the SBI called Monday saying it might file charges.

“It’s a let down to the department and to the citizens, but he’s human, and we make mistakes,” Chief Taylor said.

Taylor says Hayes resigned Tuesday the day before he was arrested. Hayes wrote in resignation, “I have some issues I need to attend to in my personal life.” Chief Taylor says he is disappointed.

“He apologized,” Taylor said. “He was very, very disappointed in himself. He said he made a mistake. He didn’t mean to hurt anyone.”

The warrant says the false report charge stems from information Hayes gave a Brunswick County Sheriff’s deputy about damage from bullet strikes to Hayes’s car in November.

It’s not the first time Hayes has been in trouble. In 1991 he was convicted of misdemeanor death by vehicle.

The woman named as the prostitute in the warrant for Hayes was also named in warrants for two men BSL Police arrested earlier this month for allegedly pimping her. At the time, Boiling Spring Lakes Police said they expected more arrests.

    I sense a little hostility towards police. Been arrested too many times? Why would you want the department to be ruined because of what he did while off-duty? You wouldn’t want McDonald’s to suffer because you did something stupid on your off time.

    I do agree with you that he should go to jail if convicted. I’ll also agree with you about the no pity part except I expand it to everybody that breaks the law. When one makes the choice to break the law, one should be ready for the potential consequences of that choice. For the chief to throw the “mistake” phrase out there is sick. It wasn’t a mistake, it was an active choice to get paid female companionship and she turned out to be underage.

    My question is WHY hasnt the other stuff already come out?! Everyone who was at Topsail High School in 1998 KNOWS how much trouble he was in. Why is it that the news report speaks of his misdemeanor death by vehicle but not of him losing his badge in ’98 for sexually assaulting a 14 year old ON SCHOOL CAMPUS?! It is a shame that THAT truth is hidden enough to not be reported as part of his past convictions. While I understand this girl was 17 and was selling sex acts, any man should be man enough to be the responsible one. It makes me sick.

    The crime is solicitation, and it is unfortunate that this girl was underage, because it leaves me questioning too, where are her parents? However, let me inform you that also unfortunately, he probably DID purposefully look for underage. In 1998 he was a resource officer at Topsail High School and lost his job and badge because he had sexual encounters AND sexually assaulted students ranging from 14-18, some of the older ones consenting, but the 14 year old most definitely did not. 15 years ago, he was much younger, which made the age gap much smaller (though he was still in a position of authority and leadership, therefore should have never initiated such conduct or responded the way he did. But now, he is 15 years older, which makes him more than 20 years this girls senior. He is sick and twisted, and he has always has an attraction to younger girls, and unfortunately lacked the self-control and respect to not act upon it. He is a repeat offender when it comes to minors. Which with it being 15 years since I know of his last conviction for sexual misconduct with a minor, it makes me question how many have gone unreported between now and then. Just thought you would find that interesting.

    it was reported, what he did in 1998, because it was sooooo serious, and therefore he lost his badge. not sure if that is what you were referring to, but the sexual assault at Topsail High WAS reported and he WAS punished. And I agree, when you stand back and dont say anything, you as well are playing into the guilt, that is why something was said and he was reported.

    He also works at the Brunswick nuclear plant as a security officer. Security up there is also affiliated with corrupt brunsco cops. Like Mr. Britain for instance.

    Yes, the event that caused a death of someone I know is very relevant to his case because it shows his despicable, lack of accountability for everything he has ever done. The cover-ups started back then and have obviously continued.

    I understand your areas of concern,… unfortunately, he is not on trial for something that allegedly happened 15 years ago. I understand how stories get blown up, and blown out of sorts. I do understand “character” as well…. however, his character is not on trial. THIS incident, is what I am referring too. We have to be careful when we use words like “probably DID” …. I could counter that with “probably DID NOT”. I am just saying that 16 is legal in NC…. the crime is “soliciting a minor.” I think it is odd that in NC he had every right to sleep or have a sexual act performed by a 16 or 17 year old. That is not illegal. What is illegal is that he paid for it. lol So, if he had got it for FREE,… there would not be an issue at all.

    Let me preface this in agreement with Chief Taylor when he said that Mike Hayes is human and we all make mistakes– we are all imperfect, we make mistakes and terrible choices. My issue and curiosity is this: why was he wearing a police uniform for Pender County, at Topsail High School as a resource officer, 7 years after a misdemeanor death by vehicle? And in 1998 when he committed sexual assault against a 9th grader and was under investigation, resulting in him not being able to carry a badge anymore, why was he later given another badge in Brunswick County, with these two convictions on his record??? I know people can change and rehabilitate, but this is now his second time around with some sort of sexual crime. ONE of the girls in 1998 at Topsail High was 14 or barely 15, not even close to legal age. I hope he will not be put in a position again that should be for the elite– forgiveness and change I know can happen for him, but my hope is that he will not be given a position of authority, or one where the position should be highly respectable. He has proven he isnt equipped for the responsibility.

    Don’t include BSL. After all, after getting rid of David Lewis (former city manager) and finely getting a “real” city manager, which took almost three years, the crooked BSL Chief was fired. Just in time to! Just days before he was charged with a felony! But as a matter of fact, since BSL elected a convicted felon to council, why should anyone be surprised at anything. Why has WWAY never done a story on that one? Convicted felon sits on BSL city council apparently just is not newsworthy. Think you will ever see that story on WWAY? No, you will not. My guess is this written blog will not appear on the web either.

    If what he did a long time ago was soooooo serious why didn’t any of you say anything about…..When you don’t say or do anything then you also become culpable. In addition, he didn’t belong in law enforcement but I had no first hand knowledge of wrong doing otherwise I would’ve gladly put his head on the chopping block.

    One word…Karma…how many homes has this sick man broken up? I know of two. I know it takes two but its obvious he has no morals. I have a friend with a pending lawsuit against Hayes and this just fuels his case. What happens in the dark will one day come out in the light…

    16 is legal in NC… the crime is the solicitation. (IF he did it) … Poor guy was just trying to get some. I am sure he didn’t go out searching Craigslist for a teenager, it is just what he ended up with unknowingly. My question is,…. where is this teenagers parents? He must be embarrassed, however, I don’t think he is a hardened criminal. Not like he shot a woman in her privates with a paintball gun against her will or anything! ….. or was running dope while on duty……or was having parties at his house where the drunk 911 dispatchers were getting IVs in there arms. … what he did (or didn’t do) didn’t harm a soul.

    Yeah what Mike did was wrong, but for TV 3 to bring up the death by vehicle was just plain wrong. That happened when he was in high school and had NOTHING to do with the current arrest. As far as I am concerned TV 3 and its reporters are a piece of crap. Everybody has done something wrong, but to bring up the accident, you all stooped to the lowest. Hey, I got an idea, lets start checking on the reporters and see what kind of dirt we can expose on them. Maybe their college days or high school days will tell us some news.

    WHAT IN THE HECK IS IN THE WATER across the river in Brunswick’ed’ county. My word, have half the officers gone crazy, Leland, Northwest, BSL Chief and the list goes on. Where is the leadership of these towns. My Boss wanted to know what you were doing in your life on and off duty. He didn’t have these kind of scandals. we had morals because he had morals and demanded that from us because we represented him and we had to behave on or off the job.The courtroom will have to be manned by civilians because the officers will be the defendants!!! this is no mistake Mike Hayes.You are no longer an officer or were you ever a gentleman either. you give the good officers a bad name, black eye. it is not a mistake to solicit sex and then have sexual acts performed upon you.Did you just happen to ‘click’ the wrong key on the computer and the girl appeared and you had $60 in your hand?? did your pants just happen to fall down while she was there in a room or vehicle with you?? tell me where the MISTAKE was. it was no accident, it was intentional. you have some problems upstairs and maybe even downstairs. get some help boy for yourself. The excuse that he’s human and makes mistakes doesn’t fly with me, if a cop was to catch you in a prostitution sting that excuse wouldn’t fly, they would smear your name 10 ways till monday. I hope this ruins him and the departments rep. I feel no pity for cops when they get caught in the act, He should go to jail and be put in with the general population with a sign around his neck that reads “I’m a cop” and see how bad ass he is with out his badge, gun, and trigger happy buddies

    I have read all these comments…And any of you that have commented on this.     yes. in the late 90’s he was a high school resource officer in pender county and sexually harassed girls, ranging from 9th-12th grade, some I am sure consented, while others did not. it is sad he had not sought help for his problem and that any law enforcement office would still hire him. get this individual some help! when he was accused of these charges in the late 90’s, he was 15 years younger than he is now, so it was questionable because he was much closer in age to the seniors, but the freshmen, not so much; and now that he has aged 15 years, to know he is STILL seeking MINORS should indicate to anyone with half a brain, that he has a sickness and needs to be held accountable for his actions!

    this isnt his first time! and some of the other girls he harassed were MUCH younger than 17, and he knew it! if anyone hiring him did any research, they would have seen previous convictions. the people in prison may not know he is a child molester but higher ups do, and unfortunately, made exceptions.

    I knew his dad, and worked with his mom. They were vey good, and a essential part of our Law Enforcement Community in the 80’s. I always liked him. Prostuition is a horrible thing. It involves taking advantage of a girl, hooked on drugs. Its a selfish way of using people.

    But don’t knock me, or KBLUE. or others, in Law Enforcement, when a member steps out of line. The other 99% of us are the first to stand up against them. Even if we may like them, or their parents.

    If you think that 99%of law enforcement are law abiding citizens you are not living in reality. You are only hearing all of the stories of those actually getting caught. Do you know how many LEO’s resign everyday around the country and either retire in the sunset or just get on with another department. Then how about the ones who have not been looked at yet by their own department or an outside agency.

    Most Leo’s are the biggest hypocrites around ranging from the smallest traffic violations to felony crimes. There is a certain mentality by most law enforcement that they are superior to the average citizen but in reality they are very inferior and deep down they know it.
