Application Withdrawn for Topsail Humane Shelter in Hampstead

It had all the makings of a long, hot night in Burgaw. Pender County Commissioners were ready to tackle the issue of a new animal shelter in Hampstead. Residents were ready to block it. Then came the surprise nobody expected. The application for a special use permit was withdrawn.
